Ontario's regulated online gambling market closed 2025 having generated more than $10 billion for operators since launch, with a record $4 billion in 2025 alone. Here's what the figures actually say for players.

2025 by the numbers

Ontario's licensed operators took in roughly $98.3 billion in wagers across 2025 and generated about $4 billion in gross gaming revenue — up 26% and 34% on 2024, according to iGaming Ontario's figures. That pushed the market past $10 billion in cumulative operator revenue since it launched in April 2022. December alone set monthly records — $9.5 billion wagered and $425.4 million in revenue — in the regulator's market reports.

  • 1.27 million active player accounts by year-end — up 24.5% on 2024.
  • $334 average revenue per active account, a record.
  • Casino games made up about 87% of wagers and 75% of revenue in December.
  • An estimated $807 million in provincial tax in 2025; about $2.04 billion since launch.

Why the growth matters to players

The figure that matters isn't the dollar total — it's channelisation, the share of play happening on regulated sites rather than offshore ones. Ontario reports it above 85%, building on an IPSOS study that found 85.3% of players using licensed platforms. More players on regulated sites means more of them covered by enforced fund-protection, fair-terms and responsible-gambling rules (how that model works).

The number that matters isn't $10 billion — it's that more than 85% of Ontario's online play is now on regulated, protected sites.

It's still gambling

Record revenue also means more money lost, in aggregate, than ever before. A bigger, safer market is not a reason to play more. Set a deposit limit, treat it as entertainment, and see our responsible gambling resources if it stops being fun.

What we take from it

A maturing market rewards the things we already rank on — reliable payouts, Interac banking and a clean licence — over marketing spend. As Alberta opens its own regulated market in July, expect the same pattern: the regulated share grows when the licensed option is the better one.
